Introduction

  1. The Subordinate Services Selection Board, Punjab, was established under Article 309 of the Indian Constitution. Its primary objective is to recruit staff for Group-B, Group-C, and Group-D services in various departments of the Punjab Government as per the requisitions received from the departments.

Detailed Information

  1. As per the requisitions received from the General Administration Department, Punjab Civil Secretariat, for Group-D positions, applications are invited online from eligible candidates for various positions from 26.08.2024 to 24.09.2024 till 05:00 PM on the Board's website https://sssb.punjab.gov.in.

Category-wise Classification of Positions is as follows:

3.1 Position Name: Sewadar

  1. General: There are 53 positions available, out of which 15 positions are reserved for women.
  2. Economically Weaker Section (EWS): There are 13 positions available, out of which 3 positions are reserved for women.
  3. Scheduled Caste (Mazhabi & Balmiki): There are 13 positions available, out of which 5 positions are reserved for women.
  4. Scheduled Caste (Ramdasia & Others): There are 13 positions available, out of which 5 positions are reserved for women.
  5. Backward Classes (BC): There are 13 positions available, out of which 5 positions are reserved for women.
  6. Ex-Servicemen (General): There are 13 positions available (including 4 backlog positions), out of which 5 positions are reserved for women.

4. Educational Qualification:

As per the Punjab State (Group D) Service Rules, 1963, and the amendments made from time to time, the educational qualification required for candidates applying for these positions is as follows:

Candidates must have passed the Middle Standard examination with Punjabi as one of the subjects from a recognized educational institution.

Additionally, the requirement for educational qualifications shall not apply to:

(i) A blind person. (ii) A person affected by riots or terrorism.

Furthermore, if an appointment to the service is offered to a war hero who has been discharged from defense services or paramilitary forces due to a disability suffered by him, or to his widow or dependent family member, under the instructions issued by the Government, such a person shall not be required to possess the requisite knowledge of regional languages or English as may be prescribed by the Government from time to time. Such persons shall also not be required to possess experience, even for technical posts.

Note: Candidates must meet the required educational qualifications before applying online.

5. Important Instructions Regarding Reservation:

(i) Candidates should carefully select the category and corresponding code while filling out the online form because, at any stage, the category and category code cannot be changed.

(ii) Candidates should not apply under any category for which the position is not mentioned in the table above. If any candidate applies under such a category or category code for which no position is advertised, their eligibility will be rejected at the outset.

(iii) The benefit of reservation will only be available to residents of Punjab. Candidates should pay attention to this when selecting the category and category code. The eligibility of the candidate will be considered based on the category and category code filled in the online form.

(iv) To avail of the benefit of reservation, the candidate must present a recently issued Domicile Certificate (not older than 5 years) proving they are a resident of Punjab. This certificate must be presented during the counseling session.

(v) The certificate for Scheduled Caste/Backward Class/Ex-Servicemen/Physically Handicapped/Sportsperson/Economically Weaker Section categories must be in accordance with the prevailing guidelines of the Punjab Government.

(vi) Candidates must present valid category-related certificates as proof during counseling or at any other stage as demanded by the Board. Failure to produce the required documents will result in the candidate not being considered for the positions, and the next eligible candidate on the merit list will be recommended to the concerned department.

Note:

(A) The Ex-Servicemen (ESM) position will only be filled from among ESM (Self) candidates. If no ESM (Self) candidates are available, the position will be filled from among ESM (Dependent) candidates.

(B) According to the notification dated 08.05.2020 of the Department of Defence Services Welfare, Punjab Government, if neither an ex-serviceman nor a dependent of an ex-serviceman is available for recruitment against a reserved vacancy, the vacancy shall be filled as follows:

As per the Punjab Recruitment of Ex-Servicemen Rules, 1982, in rule 4, sub-rule (1), the following provision has been substituted:

“Provided further that when an ex-serviceman is not available for recruitment against a reserved vacancy and further no wife or dependent child of an ex-serviceman is available for recruitment against a reserved vacancy, such a vacancy shall be reserved to be filled by recruitment of the grandchild of a Gallantry Award Winner, in case the benefit of reservation has not been availed by any of the children or dependents of such a winner or by the winner himself, subject to the conditions specified in the second provision.”

6. The Pay Scale for these Positions is as follows:

Pay Scale: ₹18,000/- (Minimum Admissible Pay)

  • As per the letter No. 7/87/2020-SFP1/1494 dated 24.11.2021 and letter No. 7/42/2020-5FP1/741-746 dated 17.07.2020 from the Finance Department (Finance Personnel-1 Branch), a pay scale of ₹18,000/- will be provided.
  • According to letter No. 7/204/2012-4FP1/66-72 dated 15.01.2015 and letter No. 07/204/2015-4FP1/853793 dated 04.10.2016 from the Finance Department (Finance Personnel-1 Branch), only the initial pay will be provided during the probation period.
  • As per the instructions dated 27.06.2023 from the Finance Department, upon successful completion of the probation period, in addition to the initial pay of ₹18,000/-, allowances similar to those provided to other government employees of the state will be applicable.
  • As per the letter No. 7/87/2020-5FP1/1494 dated 24.11.2021 from the Finance Department, in accordance with the Sixth Punjab Pay Commission and the relevant letters issued by the Punjab Government, no further revision will be made in this pay matrix.
  • After the completion of the probation period, the allowances will be provided as per the instructions in letter No. FD-FP-10{YSC/9/2023-3FP1/166-171 dated 27.06.2023 from the Finance Department, similar to those given to other government employees of the state.

7. Age Limit:

The age limit for candidates applying for the above positions should be as follows according to the guidelines of the Punjab Government as of 01.01.2024:

(i) The minimum age for candidates of any category should not be less than 16 years. (ii) The upper age limit for General category candidates should not exceed 35 years. (iii) The upper age limit for residents of Punjab belonging to Scheduled Castes and Backward Classes will be 40 years. (iv) For employees of the state and central government, the upper age limit will be 45 years, with relaxation. (v) For residents of Punjab who are ex-servicemen, the upper age limit will be as per the Punjab Recruitment of Ex-Servicemen Rules, 1982, as amended from time to time. This upper age limit will be calculated after deducting the length of service in the armed forces from the candidate's age, provided that the remaining age after deduction does not exceed 3 years from the upper age limit for the position. (vi) For differently-abled residents of Punjab, the upper age limit will be 45 years, with a relaxation of 10 years. (vii) The upper age limit for widows, divorcees, and certain other categories of married women will be relaxed up to 40 years as per the instructions issued by the Government of Punjab, vide letter No. 1/50/83-5PP(1368)/3454 dated 23.04.1984.

8. Fee Details:

  • General Category/Freedom Fighters/Sportspersons: ₹1000/-
  • Scheduled Castes (SC)/Backward Classes (BC)/Economically Weaker Sections (EWS): ₹250/-
  • Ex-Servicemen and Dependents: ₹200/-
  • Physically Handicapped: ₹500/-

Note: The fee paid by the candidates will not be refunded under any circumstances.

9. Selection Procedure/Examination Information:

(i) Candidates who successfully apply for the advertised positions will be required to take an Objective Type written examination. This examination will consist of two parts (Part A and Part B). Part A will be a paper on Punjabi language of Middle Standard, which will be of qualifying nature only. Candidates must secure at least 50% marks in this paper to qualify. Part B will be based on the educational qualifications required for the position. The merit list of candidates will be prepared based only on the marks obtained in Part B of the written examination.

(ii) Candidates who pass the written examination will be called for counseling based on the number of candidates determined by the competent authority.

(iii) In case of a tie in the merit of the written examination, the date of birth of the candidates will be considered, and the older candidate will be given preference in the merit list. If there is still a tie, the percentage of marks in the required educational qualification will be considered, and the candidate with higher marks will be preferred. The decision of the Subordinate Services Selection Board regarding the resolution of a tie in the merit list will be final and binding on all candidates.

(iv) Roll numbers, syllabus, and other information regarding the written examination and type test will be released on the Board's website https://sssb.punjab.gov.in from time to time. Candidates are advised to regularly check the Board's website for updates.

 

10. How to Apply:

(I) Candidates can only apply online by clicking on the link provided under "Online Applications" on the Board's website https://sssb.punjab.gov.in from 26.08.2024 to 24.09.2024 until 5:00 PM. Applications received through any other mode will not be accepted and will be considered rejected.

(II) Instructions for applying online are available on the Board's website under the recruitment link. Candidates should carefully read these instructions and complete each step of the process successfully.

(III) Applicants must submit a separate online form and pay a separate fee for each position. If an applicant wishes to apply for both positions, they must submit two separate online forms and pay the required fee for each form.

(IV) After selecting the position, candidates must first fill in their personal and educational details to register. Upon successful registration, a username will be generated, which can be used to log in again and fill in the step-wise complete application form. The application form will be accepted only after successful payment of the fee.

(V) While filling out the online application form, candidates must scan and upload their passport-size photograph, signature, and required educational qualifications, such as a Middle School certificate, matriculation certificate with the date of birth, 12th-grade certificate, and graduation certificate. After the successful submission of the complete online application form and the uploading of these documents, the fee can be paid on the third day after submitting the form.

(VI) The last date to pay the required application fee is 27.09.2024. To pay the fee, candidates must log in to the Board's website and click on the "Upload Photo Sign/Pay Fee/Print Application" link available under the recruitment link. To log in to the Board's website, the registration number and date of birth in DD/MM/YYYY format must be entered. The fee can be paid through the State Bank of India (SBI) by challan on any working day or through Net Banking, Credit Card, Debit Card, or UPI on any day.

(VII) Candidates can make the payment after submitting the online application form by clicking on the "Upload Photo Sign/Pay Fee/Print Application" link available on the website. The fee can be paid on any working day in any branch of the State Bank of India (SBI) or on any day via Net Banking, Credit Card, Debit Card, or UPI from the third day after submitting the form until the last date of fee payment, 27.09.2024. The Board will not be responsible if the fee is not paid due to any reason.

(VIII) The online application process will be completed only after the required fee has been paid, and the online application form will be accepted. The form can be generated/downloaded on the third day after the fee payment date. Candidates are responsible for taking a printout of the form and keeping it safe for future reference.

(IX) If a candidate makes a mistake while filling out the online form, they will have the opportunity to correct it before submitting the application form. Once the application form is submitted, no changes can be made, and no request for corrections will be accepted by the office.

(X) No fee waiver or concession will be provided to any candidate. If the fee is not paid, the application form will be considered incomplete and will not be accepted, and the candidate's eligibility will be rejected.

(XI) Applications submitted through any other method or fees paid through any other method will not be considered valid, and such applications will be rejected.

(XII) If the transaction for the fee payment through Net Banking, Credit Card, Debit Card, or UPI fails for any reason, the application will not be considered submitted, and the fee once paid will not be refundable.

11. Conditions for Declaring Candidates Ineligible or Canceling Eligibility:

A candidate's eligibility will be canceled in the following cases:

(i) Failure to receive the full fee or non-payment of the fee as per the prescribed method, or if the fee is not received for any reason. (ii) Filling in incomplete or incorrect information in the application form. (iii) Failure to complete the entire online application process. (iv) Being declared ineligible by the Subordinate Services Selection Board or any other authority. (v) Not meeting the required educational qualifications, age, reservation, or other recruitment conditions. (vi) Applying through any method other than the online application process.

12. Important Instructions for Candidates:

(i) The educational qualifications obtained by the candidates must be from an institution/university recognized as per the guidelines/instructions issued by the government.

(ii) During the probation period, only the initial pay/DC rate will be admissible without any allowances. The initial pay and other allowances will be governed by the Finance Department (Finance Personnel-1 Branch), Punjab Government's letter No. 7/204/2012-4FP1/66 dated 15.01.2015 and other instructions issued from time to time.

(iii) The number of positions mentioned above may be reduced, increased, or the category may be changed by the Board at any time.

(iv) The category-wise distribution and reservation for these positions have been determined by the concerned department. Reservation for each category will be applied as per the policies/guidelines/rules of the Punjab Government. Reservation for Economically Weaker Sections (EWS) will be as per the guidelines issued by the Department of Social Justice, Empowerment, and Minorities, Punjab, vide letter No. 01/03/2019-RC1/120 dated 28 May 2019, and any other instructions/rules issued from time to time.

(v) Candidates can only apply online through the Board's website https://sssb.punjab.gov.in. Any application submitted through any other method will be considered rejected.

(vi) The candidate will be responsible for any mistake made while filling out the online form. The Subordinate Services Selection Board, Punjab, will not be responsible for any such mistake, and no corrections will be made in any column of the form. The data once entered by the candidate cannot be changed under any circumstances.

(vii) Candidates are advised to apply online for these positions themselves. If a candidate takes help from another person or a cyber cafe attendant to fill out the form, and a mistake is made, no corrections will be allowed under any circumstances.

(viii) Incomplete forms, failure to complete the online application process, non-payment of the full fee, or failure to upload the required documents will result in the application being rejected, and the candidate will not be considered eligible for these positions.

(ix) Candidates must scan and upload the required certificates on the website as per the instructions.

(x) Candidates are advised to check the Board's website regularly for all recruitment-related information such as the selection process, admit card, results, merit list, important dates, and any other notices/changes that may be issued from time to time. Candidates will not be individually notified. Failure to do so will be the candidate's responsibility, and the Subordinate Services Selection Board will not be held responsible for any loss or inconvenience caused by not checking the website.

(xi) Candidates should carefully fill out the online form, paying attention to the category and its code, as the category and category code cannot be changed at any stage.

(xii) Positions in different categories will be filled according to the availability of positions in that category.

(xiii) Applying online, appearing in the merit list, or being called for counseling does not automatically entitle a candidate to be recommended for the position. The candidate's name will be recommended to the concerned department only after they meet all the required qualifications and if positions are available.

(xiv) If any document provided by the candidate at any stage of the recruitment process is found to be incorrect, the candidate's name will be removed from the merit list, and their eligibility will be canceled. Legal action may also be initiated against such candidates as per the rules.

(xv) Candidates must confirm that they meet the required qualifications and conditions for the positions mentioned above. Candidates will be required to present original documents during counseling to verify their age, educational qualifications, and other necessary certificates. The candidate's name will be recommended to the concerned department only if these documents are verified and all conditions/qualifications are met, and positions are available.

(xvi) During counseling, candidates must present their educational qualification certificates and attested copies related to their eligibility. These documents must be dated before the application submission date. If any required documents are missing, the candidate will not be considered for these positions, and the next eligible candidate on the merit list will be recommended to the concerned department.

(xvii) If there is a tie in the merit marks of two or more candidates, the date of birth will be considered, and the older candidate will be given preference. If there is still a tie in age, the percentage of marks in the required educational qualification will be considered, and the candidate with higher marks will be preferred. The decision of the Subordinate Services Selection Board regarding the resolution of a tie will be final and binding on all candidates.

(xviii) No TA/DA will be provided to candidates appearing for counseling.

(xix) The fee paid by the candidate will not be refunded under any circumstances by the Board/Bank.

(xx) Any amendments/notices/corrigenda issued by the Board in the future regarding this recruitment will apply to this recruitment, and candidates must comply with them.

(xxi) The Subordinate Services Selection Board, Punjab, reserves the right to make any changes or amendments to this recruitment, and the decision of the Board or any committee constituted by the Board will be final and binding on all candidates.

(xxii) The terms/conditions/rules/reservation for the positions mentioned above are based on the information provided by the concerned department. The responsibility for these conditions lies with the concerned department.
